As of June 13, Bitcoin plunged below $20,000 for the first time since December 2020, bringing crypto prices to a record low.

First of all, there is no such thing as the right time. There is just time and you get to decide what you want to do with it. And if you have any doubts regarding crypto, research a bit and you will know how the market is flourishing and people are stepping in the market in large numbers. So, yes this is the right time to start crypto - trading.
