What Are the Most Important EU Compliance Rules for Blockchain Platforms?

There's no single EU blockchain law. Which rules apply depends on what your platform does, so start there.

First, classify the token. This is where your upcoming procedures will decide. MiCA covers crypto-assets that are not financial instruments, such as stablecoins and utility tokens. MiFID II applies when a token gives ownership, a return, or a legal claim on an asset. MiCA then steps aside.

Then check if you're running a fund. AIFMD applies when you pool investor money into a shared structure with a manager. It brings requirements like an independent depositary and independent valuation.

If you go for public offer, you should disclose a prospectus adhering to your national competent authority. The Prospectus Regulation requires an approved prospectus for public offers above the threshold, now €12M over 12 months (some member states set it lower). Smaller or qualified-investor-only offers can use exemptions.

For trading and settlement, the DLT Pilot Regime is the sandbox for trading and settling tokenized securities on-chain. You only need it if you want a secondary market.

Licensed firms must run KYC/AML checks from the first investor. GDPR applies to any platform handling EU personal data. Because blockchains can't delete records, keep personal data off-chain and store only hashes on-chain.

DORA requires licensed financial firms to manage ICT risk, including third-party providers like cloud hosts and oracles. Rules differ slightly between member states, and they change often, so get legal advice before launch.

If you want to see how these layers fit into a real build, then InnBlockchain’s blockchain development solutions help you launch your platforms according to your compliance requirements.
