Hong Kong’s Five-Year Plan Advances Gold, Upway Global Serves Global Investors

On September 16, Hong Kong unveiled its First Five-Year Plan for Economic and Social Development of the Hong Kong Special Administrative Region (2026–2030), outlining plans to develop a commodity trading ecosystem with gold as an entry point. The plan calls for closer integration across gold trading, physical delivery, clearing and settlement, storage and other key areas, further strengthening Hong Kong’s role as a bridge connecting Mainland China with global markets.

Why gold? One important reason is that gold is both a widely traded financial asset and a physical commodity. From the moment gold enters the market to the completion of a transaction, multiple links are involved, including storage, supply, trading, clearing and settlement, delivery and risk management. A weakness in any one of these areas can affect the efficiency of the wider market.



Against this backdrop, the Five-Year Plan calls for the development of clearing systems, storage, supply and infrastructure related to gold trading, while also promoting a one-stop gold storage, trading, clearing and service hub. In practical terms, the goal is to build a more integrated market ecosystem around gold trading.



Hong Kong already has a strong foundation for such a development. As an international financial and trading centre connecting Mainland China with global markets, the city has established market infrastructure and international connectivity. The plan also proposes deepening co-operation between the gold markets of Hong Kong and the Mainland, exploring the development of RMB-denominated gold and commodity markets, and expanding the range of RMB-denominated products.

As these infrastructure and market mechanisms continue to develop, the impact will go beyond the addition of individual services. The links between trading and physical delivery will become increasingly important, while clearing and settlement efficiency, cross-border gold flows and risk management will require closer coordination. For market participants, the ability to integrate trading, risk management and investor services will become increasingly relevant.



Once the ecosystem takes shape, the focus will not be limited to the underlying infrastructure. It will also depend on whether market institutions can build stable and continuous trading and service capabilities on top of that infrastructure. Providing a single service may no longer be enough. Trade execution, risk management and investor support need to work together in real trading environments.
